<!--
[andyv] i see that we have at least 3 possible situations here,
so we should deal with them in a context-sensitive manner as follows:

        1. no real comments posted
            - display 'No Comments' note
            - hide sorting options box
            - display 'Post New Comment' box

        2. at least 1 comment exists and needs to be displayed
            - display sorting options box (for now.. perhaps needs be simpler for a single comment?)
            - display 'Post New Comment' box

        3. comments exist - user has selected 'No Comments' in 'Style' options
            - display 'Comments Disabled' + count of total comments
            - hide sorting options box
            - hide 'Post New Comment' box
TODO: shouldn't this option be 'sticky' from user POV?
If yes, a user needs a way back to display comments again.
